Cease and desist you wretched CyberStalker!

In light of yet more intimidation attempts by freak-out artist

https://twitter.com/TarotDarrow/status/408007885587628032 - I decided to do some research on the "CEASE AND DESIST!!!!" cries reminiscent of a black cat screeching like he was losing a testicle.
The tweeter references San Diego as her local LE so I started there. Found a few interesting sites. This www.workmadeforhire.net/the-rest/cease_desist/ is an interesting and fun read. First the author informs us what a Cease and Desist Letter is - a real letter, drafted by a real lawyer. Then what it is not - Legally Binding. She also includes this disclaimer - quote: "Katie is not your lawyer! So don't take anything on this site as legal advice!"

Examples:
"Do I have a defamation/harassment case?" Partial answer: "Free speech may prevent the government from helping you but Facebook can control what is done on their site if Facebook agrees with you."
